Reclaimed metal is metal made from three pieces of scrap metal. Scrap metal is made by smelting two weapons used by the same class. The Cloak and Dagger is an achievement item, so you'll need to get 11 spy achievements in order to get it; afterwards, there's a chance of getting it again via the dropping system, but only afterwards. To craft YER, just combine the reclaimed metal you made from the smelted weapons with the Cloak and Dagger. If you've just started playing TF2, then it may take a while to get the weapons you need for smelting from the drop system.

Also, you'll have to play spy long enough to get 11 achievements for the Cloak and Dagger, which shouldn't be that hard. Anything you still don't know can be answered by either the TF2 wiki or the crafting interface after you've pulled up the game, which is pretty intuitive.
