With respect to 3DS MAX, its not the program for nurbs. Download Rhino and you will get a fully functional piece of software with about 30 save limits I think. Just dont close down rhino until you finish your model:) There are tutorials for rhino on how to make a whole car. You may be able to follow them slightly in max but it will be a pain because you will experience severe viewport problems (slow, chunky nurbs etc) Once you are ready to render, export to Iges and import into max. You now have a nice nurbs model ready to texture and render.
Sorry I dont know of any nurbs tutorials for cars. Its just not the most practical way to go about it in max. Also may I ask why you use nurbs in the first place? A low poly cage subdivided is the mest way to make a car in max anyhow. Hope this helps (a little).

That would be because the Surface modifier is for Splines >Patches conversion. It has nothing to do with NURBS.
If anyone is building cars with NURBS and using them in Max then they are probably 1) Doing it else where and bring the mesh (not NURBS) into Max. 2) Building them elsewhere and using Power Translator to import the NURBS into Max. Or 3) Using Power NURBS to model using NURBS in max.
To be honest max's NURBS are really lacking in many areas. The folks at nPower Software are creating 3rd party plugins to bridge the gaps left by Max's NURBS (and I'm not talking about the gaps that Max's NURBS produce when trying to trim or fillet 2 surfaces). Pci Geomatica 9.1 Crack there.
